Development, peace treaty on FM’s China visit agenda

Minister for Foreign Affairs Upendra Yadav is leaving for China on a six-day visit on Saturday.

The visit is aimed at preparing groundwork for Prime Minister Pushpa Kamal Dahal's second China visit, later this month.

Officials at the Foreign Ministry said the date for Prime Minister's official visit to China is likely to be fixed during this trip. The foreign minister is scheduled to hold talks with his Chinese counterpart Yang Jeichi and other top leaders from April 7-8, said Joint-Secretary at the Foreign Ministry Suresh Pradhan.

An aide to Yadav said China-proposed Peace and Friendship Treaty, political issues, hydropower generation, infrastructure development, tourism and agricultural development will figure in the talks.

Likewise, trade imbalance, border and visa problems are also on the agenda of the foreign minister.

During the visit to Nepal in the end of February, Chinese Assistant Foreign Minister Hu Zhengyue had proposed that Nepal and China enter into Peace and Friendship Treaty keeping in view with the changed political context. Presenting a draft of the treaty, Hu had proposed that the two countries enter into the treaty during Dahal's official China visit.

However, officials, citing lack of adequate homework, say the proposed treaty will not be signed during Dahal's upcoming visit.

"During meetings with Chinese diplomats, the prime minister has been maintaining that discussions on the draft treaty are going on at the political level," a source said. The government should win a two-third majority from the parliament before signing such treaties.

Foreign Minister Yadav will leave for Lhasa on Saturday and is scheduled to hold talks with officials at Siyang, Hong Kong and Sanghai. From China, Yadav will leave for Indonesia, where he will attend the ministerial-level conference on the Bali Process scheduled for April 14-15. He is scheduled to return on April 17

Prime Minister Pushpa Kamal Dahal on Thursday apprised the Finnish Parliament -- Eduskunta -- of the progress in the peace process and constitution-making in Nepal.

Dahal appealed to Finland to provide qualitative political and economic support to Nepal. The prime minister also attended a meeting of the private sectors of Nepal and Finland, inviting Finnish investors to invest in Nepal in mutually beneficial sectors, including energy, infrastructure, tourism and waste management.

Dahal, who arrived in the Finnish capital Helsinki from Oslo, visited TellaSonera and WinwinD Ltd, telecom enterprise and wind power industries and explored possibilities of their investment and technology transfer in Nepal, the Ministry of Foreign Affairs said in a statement. The Federation of Nepalese Chamber of Commerce and Industries and Central Chamber of Commerce of Finland are signing an agreement to enhance contacts and cooperation.

The prime minister is scheduled to hold a meeting with Finnish Prime Minister Matti Vanhonen and pay courtesy call on Tarja Halonen, president of the Republic of Finland, on Friday.

The Unified CPN (Maoist) and the CPN (UML) have presented their concepts on future Judiciary system of the country to a CA committee about judiciary system on Friday.

The Maoists have proposed for a three-tier judiciary, while the UML has proposed for a four-tier one.

"We have proposed for a three-tier judiciary system with Supreme Court at the centre and high courts and local courts in the states," said Maoist leader Khim Lal Devkota after presenting the paper. "There will be reconciliation centres and public courts under the local courts," he added.

According to the Maoists' proposal, justices will be appointed through an election from among those recommended by the executive president and should be endorsed by the federal House of Representatives. They will retire on resigning, reaching the age of 60 or on impeachment.

The Maoists have also proposed to form a Judiciary Ombudsman under the chairmanship of Chief Justice in order to monitor the activities of justices.

The UML has proposed for a four tier-judiciary with Supreme Court, state courts, district courts and local courts. The party has stressed on the need of local courts to ensure better reach of the public to the judiciary system.

In order to make the state courts powerful and reduce work load at the supreme court, the UML has proposed not to allow cases at state courts to the supreme court.

The UML has proposed for the appointment of judges through public and parliamentary hearings. It has claimed appointment of judges through public hearings would check corrupt and inept judges from being appointed.

The committee had called the Maoists, the UML and Nepali Congress to present their concepts on future Judiciary system on Friday. NC, however, did not present its concept today citing lack of time for internal discussion within the party

Nepali Congress president Girija Koirala Koirala came down heavily on the Maoists yet again, accusing the former rebels of "interfering into every sector of the state in an attempt to weaken democracy".

Addressing the general convention of NC's labour wing, Nepal Trade Union Congress in Birgunj on Friday, Koirala said, "Attempts are being made to destroy the democratic foundations by taking advantage of the transitional period."

"There is interference even in constitutional bodies. This is not a good sign," the NC strongman said, adding that democratic forces should come closer to counter the attempts against democracy.

Mentioning that he came into politics as a labour unionist, Koirala pledged every support to the cause of labourers. "I will blindly support whatever proposal you (union leaders) pass at the convention," he said.

A CA committee on protection of national interests has proposed to introduce passport system along Nepal-India border to protect national interest, Rajdhani daily reported.

Committee chairman and leader of the Unified CPN (Maoist) Amik Sherchan told the daily, such proposal was made based on the suggestions of the people.

'We have proposed to adopt passport system along the border as an open border has increased the vulnerability of national interests,' Sherchan said.

A passport is required for a Nepali to enter China, while no such document is required to enter India. The proposal was made in order to synchronise the border policy with both the neighbouring countries.

The committee has also suggested to state clearly the border policy in the constitution

Former king Gyanendra Shah has started consultations with relatives from India and close aides in Nepal on strategies of enthroning the 'baby king', Nepal Samacharpatra daily reported.

Shah met three Indian relatives in presence of his close aides Pashupati Bhakta Maharjan, Dr Phanindra Raj Pathak, Madhusudhan Timilsina and Sagar Timilsina at his Nirmal Niwas residence Thursday evening.

The discussion was based on 'baby king,' the daily reports quoting Nirmal Niwas sources. The former king's aides had advised him on how he could make his grandson the king.

The identity of the relatives from India was not disclosed. Shah recently returned from a month-long visit to India where he attended a family wedding and met top Indian leaders.

Maoist leaders had dubbed the former king's India visit as a ploy to establish the 'baby king.'

Earlier this week, a previously unheard of Singaporean woman Angella Cheng claimed to have high influences in Nepal's politics and revealed her plans to enthrone the baby king

Fuel supply to resume from Saturday

Petroleum supply entrepreneurs have agreed to resume the transportation of petroleum products from Saturday after they reached an agreement in three basic points with the government Friday evening.

The entrepreneurs had halted transportation of fuels from Sunday protesting against a decision of Nepal Oil Corporation (NOC) to phase out tankers more than 20 years old.

Ministry for Commerce and Supplies (MoCS) and Federation of Petroleum Supply Entrepreneurs, Nepal (FPSEN) have agreed to form a joint panel with representatives from NOC, FPSEN and Nepal Petroleum Dealers Association (NPDA). The joint panel will recommend reforms at NOC.

The government also agreed to have NOC cancel the bid for 165 new tankers.

According to Siddhi Lal Shrestha, vice-president of FPSEN, the entrepreneurs have agreed to phase out old tankers if the decision comes directly from the government and NOC.

The government had formed a talks panel led by joint secretary at MoCS Surya Prasad Silwal in order to resolve the impasse that had adversely affected the fuel supply of the country creating shortage of petroleum products.

Nepal slips to 121st position as business destination

Nepal's rank has slipped by 25 places to dip to 121st on the list of the world’s best countries for business, compiled by the Forbes.
According to the Himalayan Times, the ranking of Nepali saw a fall as it lost ground in areas like property rights, innovation, technology, red tapism and personal freedom.
Nepal has moved down from its previous 96th position in Forbes’ annual list, which ranks 127 nations on the basis of business climate in a country for entrepreneurs, investors and workers, reports the daily.
The goal of the Forbes's annual list is said to be aimed at quantifying for entrepreneurs and investors the often-qualified information about dynamic economies and what they would consider desirable conditions for business.
Barring aside Bangladesh, all other countries in South Asian region declined from their last year’s position.
"India has slipped 11 places to rank 75th while Sri Lanka slipped to 83rd position from last year’s 67th. Pakistan slipped to 101st spot from last year’s 83rd. Nevertheless, Bangladesh moved up four places to 106th position from last year’s 110th," it is reported.
Even though the South Asian countries posted a bleak performance in personal freedom and increased red tapism, Nepal has done better in protection of investors’ interests in comparison to other South Asian countries, where they have dismal performance, according to Forbes.
The Forbes report said that Nepal has considerable scope for exploiting its potential in hydropower and tourism, areas of recent foreign investment interest.
“Because of the small size of the economy, its technological backwardness, its remoteness, its landlocked geographic location, civil strife and its susceptibility to natural disaster gives more points to Nepal in personal freedom," stated the report.
Denmark was ranked first the chart — for the second consecutive year followed by the US that moved up from last year’s fourth position.

PM to visit Norway and Finland

Koirala says 'real war' has just begun

Nepali Congress President Girija Prasad Koirala on Monday said "the real war" has just started in the country, and clarified that it will be a war for [upholding] democracy.

"The real war has just started and it will be for democracy. The Maoists have only won the first round of a battle. It should not befool itself thinking that it has won the entire war," he said speaking to a select group of journalists at his residence in Biratnagar where he has gone to take a break from his busy schedule in Kathmandu.

The former Prime Minister, however, said that his party might consider joining the coalition government headed by the Maoists if the latter implements all the past agreements and understandings it has done.

Koirala's daughter and party leader Sujata Koirala had also hinted at the same thing while talking at a programme in Makwanpur Sunday.

She said that the party is even ready to "assist the government" if the Maoists makes an "enabling atmosphere" by implementing past understandings.

On Saturday, Prime Minister Pushpa Kamal Dahal had hinted at the possibility of cabinet expansion and claimed that the main opposition had sent feelers suggesting it was willing to join the 23-member cabinet.

However, contradicting the father-daughter remarks, NC acting president Sushil Koirala and party spokesperson Arjun Narsingh KC have said that the party will not join the government by any chance and that it will stay on in the opposition

India proposes to sell 500 MW electricity to Nepal

Power Trading Corporation (PTC) of India has written to the Ministry of Water Resources with a proposal to sell 500 MW of electricity to Nepal, Kantipur daily reported.

PTC has mentioned in the letter it can supply electricity for 20 to 25 years at a cost of IRs. 3.60 per unit (IRs. 3 for the electricity and 60 paise as transmission charge). If Nepal government accepts the proposal the transmission will start within 18 months from now.

Water resource ministry has already forwarded the proposal to the Prime Minister, Vice-Chairman and members of National Planning Commission and Finance ministry officials for contemplation. Water resource secretary Shankar Prasad Koirala said the initial response from all sides is positive.

The ongoing problem of power outage for long hours can be resolved within 18 months if a political consensus is created to purchase electricity from India.

High voltage cross border transmission lines need to be constructed to import electricity in large quantity. If the proposal is accepted cross-border transmission lines will be constructed from Muzzafarpur of India to Dhalkebar of Nepal.

PTC’s proposal mentions India will construct the transmission lines up to Nepal border and Nepal should construct the transmission lines from Nepal border.

Govt will be reshuffled next week

Prime Minister Pushpa Kamal Dahal has said the government will be reshuffled next week। Speaking to journalists after a programme in the capital, PM Dahal said he will try to include the main opposition party Nepali Congress in the government in the reshuffle. During my recent meeting, (Girija Prasad) Koirala has hinted that NC will join the government, Dahal said.

Earlier, addressing the programme PM Dahal said the at least two Dalits will be included in the cabinet. The programme was organised by the National Dalit Commission (NDC) to commemorate its seventh anniversary and the 47th International Day for the Elimination of Racial Discrimination.
At the programme, PM Dahal also said that a proposal to make the Dalit commission a constitutional body would be tabled in the upcoming session of the parliament.
Meanwhile, PM Dahal has said there are elements that want to bring down the Maoist-led government to install regressive rule.
Dahal said this while addressing a function in Dhankuta on Saturday, but did not explain about the attempts to topple the Maoist-led government. The country will slide into crisis if the "government led by revolutionaries" fails, he warned.
The PM, however, admitted that the government has not been able to live up to the expectations of the people. "People are disappointed that the government has not been able to take radical steps," he said.
"The government is facing so many challenges at the movement. There is regressive threat, too," he added, "We had to tackle with these challenges."
PM Dahal also criticised UML leaders for 'doublespeak'. "Those in the government are talking like opposition leaders."

Senior leader of the Unified CPN (Maoist) and Finance minister Dr Babu Ram Bhattarai has said the term of the army generals- who retired on Monday- had not been extended to help army integration process.
Speaking at a programme on Saturday, minister Bhattarai said the government did not extend the term of the generals as doing so would deprive some 55 army officers of an opportunity of promotion and also obstruct the army integration process.
The government recently refused to extend the term of eight army generals despite the army headquarters’ recommendation. The generals were reporting to work till Friday. The Army headquarters has handed them letters stating their retirement from Sunday.

Hundreds of families of Piprabirta VDC in Bara have been displaced from the village due to threats of attack from a group reportedly close to the Maoists.
Dozens of families of Sahani community have deserted their homes in search of safety after a group of about 400 people-who claimed themselves to be Maoist cadres- came to the village on Wednesday, assaulted them, vandalised their houses and looted their properties, reports say.
The displaced have been taking asylum in their relative's houses and in the district headquarter Kalaiya.
The attacks took place following a controversy between two communities over the construction of an irrigation canal in the village.
Bara district administration has deployed a team of 40 policemen under the command of an Inspector to check the exodus, after villagers continued to move out till Saturday.
Meanwhile, eight political parties excluding the Maoists have alleged the involvement of Maoist CA member Shiv Chandra Kushwaha in the attacks.
The parties met in Kalaiya on Saturday and issued a joint statement saying the attacks took place as per the instructions of the CA member. The parties have urged for an independent probe on the incident and compensation to the victims.

Nepali Embassy in Australia has suspected the involvement of Nepali students in Australia of being involved in flesh trade, Annapurna Post reported.
Nepali envoy to Australia Yogendra Dhakal wrote to foreign and finance ministries on Friday stating the embassy had learnt that girl students from Nepal were involved in sex trade to meet their cost of living in Australia.
Dhakal has urged the government to take this issue seriously, as it could take a worse turn in the wake of the global financial crisis.
In the letter, the embassy has suggested the government to bring regulations for education consultancies in Nepal, orient Nepali students properly and ensure that they have funds required for the completion of studies in Australia before giving a no objection letter.
There are about 17,000 Nepalis in Australia, according to the embassy. Hundreds of people who were working in good positions in Nepal have also gone to Australia to do diplomas in courses like hair cutting and cookery in the pursuit of PR, the letter states
